The m o s t i m p o r t a n t t a s k of 1979 i s to consolidate the battle f o r i n c r e a s e d production efficiency and i m p r o v e d quality. " T h i s b a t t l e , " as was said in the r e p o r t of the N o v e m b e r 1978 P l e n a r y Session of the C e n t r a l C o m m i t t e e of the C o m m u n i s t P a r t y of the Soviet Union (CPSU), " m u s t be waged on a b r o a d front -in industry, a g r i c u l t u r e , t r a n s p o r t , the c o n s t r u c t i o n industry, and other b r a n c h e s of the national economy: in all production and m a n a g e m e n t units" [1]. P a r t i c u l a r attention m u s t be paid to i n c r e a s i n g l a b o r productivity; the introduction into industry of a d v a n c e s in science, advanced p r a c t i c a l e x p e r i e n c e , new techniques and technology; the use of existing r e s e r v e s , opportunities for i n c r e a s i n g output; and i m p r o v i n g the quality of the product for m i n i m u m expenditure. At the P a n t e l e i m o n o v R e f r a c t o r y Plant, output o v e r the f i r s t 3 y e a r s of the Tenth F i v e - Y e a r Plan has i n c r e a s e d in r e a l t e r m s by 6600 tons; l a b o r p r o d u c t i v i t y has i n c r e a s e s 11.9%; and profit s have been i n c r e a s e d by 1,617,000 ruble p e r annum. The Collective of the P l a n t h a s m a s t e r e d the output of new f o r m s of r e f r a c t o r y p r o d u c t s such as c o l l e c t o r s and tiles f o r continuous s t e e l casting and s t e e l - c a s t i n g buckets with a s h a p e d - s e c t i o n m e t a l - f e e d i n g channel. At p r e s e n t , the Plant i s m a s t e r i n g the production of r e f r a c t o r i e s for the equipment used in the v a c u u m t r e a t m e n t of s t e e l outside the furnace and of a r t i c l e s for the s t e e l - t a p p i n g openings of c o n v e r t o r s . Y e a r by y e a r , the level of l a b o r m e c h a n i z a t i o n has risen. In 1978, in cooperation with the ScientificR e s e a r c h Institute of Automation of the F e r r o u s Metal Industry and the C h a s o v - Y a r s k E x p e r i m e n t a l Plant, the No. 2 shop has been equipped in addition to the existing equipment with two p i e c e s of equipment for the m e c h a n i z e d reception, t r a n s p o r t a t i o n , and charging of raw m a t e r i a l into the furnace c a r r i a g e s . In 1979, it is planned to install a f u r t h e r two s e t s of equipment and, a s a result, the p r o b l e m of the c o m p l e x m e c h a n i z a tion of manual l a b o r in the section of the No. 2 shop dealing with the f o r m i n g and charging of raw m a t e r i a l will be solved. An i m p o r t a n t economic and s o c i a l i s t effect in the national economy is provided by the m e c h a n i z e d offloading of r e f r a c t o r i e s . The level of m e c h a n i z a t i o n in the off-loading of finished p r o d u c t s r e a c h e d 67.3% in 1978. Unfortunately, the p r o b l e m of supplying our Plant with steel tape for packaging the p r o d u c t s has still not been solved. In 1978, 416 efficiency p r o p o s a l s w e r e r e c e i v e d f r o m e m p l o y e e s at the Plant. Of these, 262 have been introduced showing savings of 148,100 r u b l e s . I n t h e s a m e period, s e v e n new inventions w e r e introduced. Among the m o s t effective efficiency e x p e r t s w e r e V. A. G orbenko, f o r e m a n of shop No. 2; G. A. Nikitenko, f o r e m a n of shop No. 1; V. V. Malakhov, a d r i v e r ; V. K. T r i s h i n , an e l e c t r i c i a n - f i t t e r ; and others. The " B e s t C r e a t i v e T e a m Awards" given by the Scientific and T e c h n i c a l Society for the introduction of new techniques and advanced technology have gone to the b r i g a d e s led by I. F. Solo'ev, V. A. G r e t s k i i , and V. D. Dashinskaya. At the p r e s e n t time, one of the m o s t i m p o r t a n t p r o b l e m s involved in the c o m p l e x mechanization of r e f r a c t o r y production is the m e c h a n i z a t i o n of the unloading p r o c e s s of the c h a r g e of fired a r t i c l e s and t h e i r subsequent packaging. A p p r o x i m a t e l y 7.5% of the i n d u s t r i a l and p r o d u c t p e r s o n n e l at the P a n t e l e i m o n Plant a r e engaged in the sorting and packing of the r e f r a c t o r i e s . The design of a c o m p l e x of m e c h a n i s m s f o r r e m o v i n g the p r o d u c t s f r o m the furnace c a r r i a g e s a f t e r firing and the development of automatic control methods for this p r o c e s s a r e difficult engineering tasks. To solve this p r o b l e m it is n e c e s s a r y to e s t a b l i s h the m e a n s of off-loading r e f r a c t o r y a r t i c l e s without grading t h e m and to define the conditions of such an operation; to take steps to eliminate burning of the p r o d u c t s K a r l M a r x P a n t e l e i m o n o v R e f r a c t o r y Plant.

during firing; to define the ultimate p e r m i s s i b l e d e f o r m a t i o n of the c h a r g e during firing and take steps to e n s u r e the o b s e r v a t i o n of these r e q u i r e m e n t s ; to define the methods of sampling s p e c i m e n s for inspection and l a b o r a t o r y t e s t s ; and to calculate the economic e f f e c t i v e n e s s of the introduction of c o m p l e x m e c h a n i z a t i o n in relation to the dismantling of the c h a r g e and the packaging in individual sections. The P l a n t h a s turned to the leading institute in this branch of industry, the All-Union Institute of R e f r a c t o r i e s , with an appeal for a s s i s t a n c e in solving these and other p r o b l e m s r e l a t e d to the c o m p l e x m e c h a n i z a tion of production.
