During the years of the eighth f i v e - y e a r plan, construction of the Western Siberian plant continued apace. The directives and guidelines of the 23rd ccngress of the CPSU on the completion of the basic phases of construction of the plant have been carried out. On the eve of the 100th anniversary of the birth of V. I. Lenin, the m e t a l l u r g i cal loop at the factory was closed. Two coke batteries with a coal-processing plant handling treatment of run-ofmine grades of coal have been installed and put on stream during this f i v e - y e a r plan; the 2000 m s c a p a c i t y blast furnace and the sintering m i l l with two skater belts presenting a sintering area of 252 m 2 are now in service; five departments for the oxygen-converter steel production complex are operational; the 1300 blooming m i l l with its auxiliary b i l l e t mill, along with a wire m i l l and a light-section jobbing mill, are also in service. It would be no exaggeration to state that production units of a high t e c h n i c a l l e v e l are being put into service at our plant, units that have been designed with the latest achievements in the theory and p r a c t i c e of ferrous m e t a l lurgy taken into account, so that e x c e l l e n t engineering cost indices can be achieved through the use of this m a c h i n ery and equipment with m i n i m u m production costs. In their efforts to r e a l i z e the decisions of the 23rd congress of the CPSU, blast furnace men V. P. Skrobot, V. G. Samarin, and A. S. Nechai of blast furnace No. 2, and others, as well as the engineers and technicians of the blast department, stepped forth in 1967 as initiators of a competition to bring the design capacities of m e t a l l u r g i c a l production units already in service into full use of their rated capacities ahead of schedule, for the first t i m e putting into effect the 12-times schedule of taps at two iron notches and one cast house. As a result of these efforts, the rated capacities of the furnace were achieved a full month and a half before the t i m e of the scheduled blow-in. The initiative of this work c o l l e c t i v e c a l l e d for extensive a c t i v i t y in all the departments and divisions of the plant. Today, assimilation of design capacities ahead of schedule has b e c o m e a recognized style of work of the young work collective, and is being passed on to newly introduced production units. As a result of the assimilation of rated plant c a p a c i t i e s into f u l l - s c a l e production ahead of schedule the production of coke, pig iron, and steel was stepped up a p p r e c i a b l y . Over the course of the present f i v e - y e a r plan, the volume of production in consumer c o m m o d i t i e s has risen by a factor of 4.5. The commitments of the f i v e - y e a r plan under that heading were c o m p l e t e l y m e t as of last November 29. Profits t o t h e tune of 4.3 m i l l i o n rubies were planned for the plant for 1970. As a result of the fact that several production units went into operation ahead of schedule, and the reduction in the use of m e t a l to produce the same volume of roiled strip and plate, the reduction in the use of coke in pig iron production, the economies in power resources in a l l phases of production, and the i m p l e m e n t a t i o n of helpful suggestions advanced by workers in the course of discussions centering on the letter circulated by the TsK KPSS, the Council of Ministers of the USSR, VTsSPS, and TsK VLKSM, we ended the year with profits totalling 7.5 m i l l i o n rubies, well over the plan figures, with expenditures of 92.1 kopeks per ruble of c o m m o d i t y production. By the third quarter of the year 1970, a l l of the output production by the plant had b e c o m e profitable. Taking im stand of the Lenin labor guard in honor of the 100th anniversary of the birth of V. I. Lenin, the work c o l l e c t i v e fulfilled its obligations and on the basis of the b a l a n c e sheet drawn up for the Leninist competition, was awarded the Leninist Jubilee Honor Scroll. In c o m m e m o r a t i o n of the 24th congress of the CPSU, the Zapsib workers have a c c e p t e d still higher socialist c o m m i t m e n t s to produce over their quotas, to cut down on the use of raw materials, fuels, and e l e c t r i c power while doing so, and to cut down net production costs. the Azovstal' and Novyi Lipetsk plants attentively, and decided to make our own obligations such nhat they would be fully commensurate with the obligations accepted by the work collectives of those enterprises referred to. The metalworkers of our plant accepted the commitment m oveffutfill the plan m production of commodities by 2.2 million rubies, to produce 29,000 tons of pig iron over the plan quota, 30,000 tons of steel, 30,000 tons of rolled strip and plate, all over the quota, and to achieve 1.3 million rubles in profits over the level called for m the plan, as well as economizing on 14 million kwh electric power and 6,100 tons of standard comparison fuel, against the plan allotments, as well as other items. The first eleven months of 1970 witnessed the production, over the quotas, of 24,000 tons of pig iron, 2-6,700 tons of converter steel, and 29.9 tons of rolled strip and plate, with the total amount of commodities produced o v ~ the plan realized to the sum of 3.6 million rubles, and q.5 mitlion rubies produced in profits over and above the amount stipulated in the plan. It became possible to meet the socialist obligations of the plant work force in the Lenin Jubilee year as a consequence of the socialist competition developed in honor of the 100th anniversary of the birth of V. I. Lenin and the 24th congress of the CPSU. In early 1970, the party committee, the trade union committee, and the ptant management develoned new intra-plant conditions regulating socialist competition between the departments, work teams, metailurgical production units, production sections, shops, and individually in terms of crafts and job categories, Unde~ these conditions, to be brought to the attention of each and every worker, fulfillment and overfulfillmenr of assignments are considered in relation to the production of metal goods, quality indices, reduction ila the specific rates of consumption of raw materials, of electric power, of fuels, reduction in downtime of equipmealt, and lengthening of periods between overhaul of equipment, speeding up the assimilation of rated plant capacities in full-scale production~ fulfillment and overfulfillment of plan commitments on labor productivity improvements, and so forth. The balance sheets on the intra-plant competition between the work collectives of the departments are drawn up on both a weekly and a monthly basis. The traveling pennant is awarded to the winning work collective in each week, for achieving the best work performance indices. First place was awarded seven times to the work collective of our plant i~ the all-Union competition, second place was awarded on two occasions, and honorable mention for excellent work done was recorded on two other occasions. On the eve of the [50th] anniversary celebration of the Great October Socialist Revolution, the plant was awarded the name of 50th Anniversary of Great October. The Bureau of the Central Committee of the all-Union Leninist Communist Youth League [Komsomot; TsK VKLSM] awarded the Leninist Komsomol Prize to the members of the Komsomol youth brigade No. 2 working at the blast furnace No. 1 (headed up by foreman Bondarenko, gas fitter Zenkov, furnace man Khoroshilov) for the high work performance indices the Komsomol youth brigades racked up in their work, for their work in bringing sophisticated technological processes, new machinery and mechanisms, as well as advanced production experience, into fun-scale production work. The titles of "Best furnace hearth man" and "Best sintering mill man" were awarded to furnace man So!Groin of the blast furnace department and to sintering mill man Timoshin, respectively, in the all-Union competitiop_o The 1971 plan for our plant calls for the following production increments: 23% in coke production, 39% in pig iron, 16.3% in steel. In order to achieve these figures, several major production units wilt have to be put into production according to schedule. There are over 12,000 construction men and rigging men at work on the problem at this time, and the entire collective of metalworkers of the Western Siberian plant is doing its utmost. Permit me to assure the pIenum of the trade union central committee that the Zapsib workers will apply all their energies, knowledge, and experience, under the leadership of the party organization, to meet the obligations they assumed in honor of the 24th party congress.
