Over some years the Collective of the M. V. Lomonosov Gomel Order of Lenin Glass Plant, under the guidance and with the active participation of the Party Committee, the Trades Union, and Young Communist Organizations has been carrying out work to economize in raw material, other production requirements, and fuel and energy resources. A n important part in this has been played by the Young Communist (Komsomol) Searchlight Organization which has its posts in every shop and section. Help is als0 given by the ~raids" carried out by the people's inspectors and the Young Communist League m e m b e r s to find the solution to actual problems of how to economize in raw materials and other resources and to increase output from the saved materials and resources. The experience of leading workers is widely disseminated and introduced into practice. Every year the Plant holds review-competitions on saving raw materials, fuel, and other resources. In order to increase the active participation in these reviews, every worker is normally issued with blank proposal forms with the text of the appeal and details of the measures which must receive full attention. The number of participants in the competition can be determined from the number of forms returned to the shop and Plant commissions. Thus, in 1978, 2165 people or 78.4% of the average workforce took part in the 1978 review. The commissions make a s u m m a r y and carefully study the proposals which have been made and the most important of these are introduced into actual production. Standards have been drawn up for the reward to the best in the review. These include three bonus awards for the shop collective and five for individual competitors. The total bonus for shop collectives who take a prize-winning place depends on the number of workers but is 150-900 r u b l e s for f i r s t place; 100-600 rubles for second; and 75-450 rubles for third. The r e s u l t s of the review a r e evaluated f r o m the total amount of saved r e s o u r c e s per 100 w o r k e r s which have been made f r o m the introduction of the m e a s u r e s , on condition that the State Plan is fulfilled in relation to all the main technicoeconomic indices. The s u c c e s s e s in the review a r e totalled s e m i y e a r l y and y e a r l y . Thus, in 1978 the f o a m - g l a s s shop was f i r s t over the f i r s t half of the y e a r and was awarded 375 r u b i e s for savings of 22,100 rubies or 9955 rubies for 100 w o r k e r s . The bonuses a r e distributed by the shop r e v i e w c o m m i s s i o n , taking into account the contribution f r o m each to the saving of r e s o u r c e s . The award for the best proposals in the review is made by the Plant after a g r e e m e n t with the Plant Committee of the T r a d e s Union. The s o u r c e of the awards is the m a t e r i a l - i n c e n t i v e s fund which includes in its e s t i m a t e s a special section on awards to w o r k e r s for r e s u l t s achieved in economies and thrift. The conditions under which the review will be held and the r e w a r d to the best collectives and individual w o r k e r s a r e widely publicized in the P l a n t ' s multiedition newspaper "Novator" and at shop meetings whose purpose is to concentrate the attention of w o r k e r s on discovering new production r e s e r v e s . Visual propaganda is widely used: What provides 1% of the savings in electricity, fuel, and each type of m a t e r i a l and raw m a t e r i a l ? How much could be produced additionally f r o m the saved m a t e r i a l s and raw m a t e r i a l s ? It is r e c o r d e d in the s o c i a l i s t c o m m i t m e n t s of the shops, shifts, and sections of the Plant that it is the duty of each collective to make actual economies. The Plant r e v i e w s all the prize-winning conditions. Such indices as savings in fuel, electricity, raw and other m a t e r i a l s , and reduction of production l o s s e s have become fundamental indices. Where these indices a r e unfulfilled, no bonuses a r e paid out or the bonus is reduced by half. Gomel Glass Plant.

The r e s u l t s of the r e v i e w - c o m p e t i t i o n s on e c o n o m i e s and thrift w e r e d i s c u s s e d not only by the General Plant Review C o m m i s s i o n but a l s o e v e r y month at extended s e s s i o n s of the P l a n t ' s T r a d e - U n i o n C o m m i t t e e . If a shop or section has not m e t its c o m m i t m e n t s in r e l a t i o n to the effective use of m a t e r i a l r e s o u r c e s , fuel and energy, then no p r i z e - w i n n i n g place can be a w a r d e d to such a shop. All these m e a s u r e s have been a c c e p t e d by the a d m i n i s t r a t i o n and by the c o m m u n i t y organization and have produced v e r y positive r e s u l t s . In 1978 the savings m a d e f r o m the introduction of p r o p o s a l s w e r e ~400,000 r u b l e s . Thus, by m e a n s of thrift and the effective consumption of e n e r g y r e s o u r c e s at each working place in the Plant, the following savings w e r e made: 1,100,000 kW. h of e l e c t r i c i t y ; 1400 tons of nominal fuel; and 400 Gcal of heat energy, making a total saving of 63,200 r u b l e s . T h e s e r e s u l t s have been achieved as a r e s u l t of the following: h e r m e t i c s e a l i n g of the sight holes and h e a t - i n s u l a t i o n of the flues, crown, p o r t s , and r e g e n e r a t o r s of the g l a s s - m e l t i n g f u r n a c e s in the g l a s s , tubing, and f o a m g l a s s shops; c o n v e r s i o n f r o m a t h r e e - to a t w o - s h i f t s y s t e m f o r the group which d r e s s e s dolomite in the composition shop; a 30-50~
r e d u c t i o n in the t e m p e r a t u r e of the h e a t a s s e m b l i e s while they a r e idling;
t h e r m a l insulation of the pipework in s e v e r a l shops and the lines supplying the DKVR-10/13 boilers in the boiler house; c o n v e c t i o n - r e f l e c t i o n equipment on the e l e c t r i c f u r n a c e s in the industrial finishing shop, etc. Before c a r r y i n g out any m e a s u r e s , e v e r y p r o p o s a l is c a r e f u l l y studied by m a n y of those involved who take into account the m a t e r i a l and labor r e s o u r c e s . If s o m e p r o p o s a l or other is obviously advantageous and e c o n o m i c a l l y well founded, it is included in the g e n e r a l plan; a t i m e for this is specified and whoever is to be r e s p o n s i b l e is appointed; a constant watch is maintained to see that the time limits a r e kept. Analogous w o r k is c a r r i e d out in r e l a t i o n to r a w m a t e r i a l s and other production n e c e s s i t i e s and, in 1978, 27,00 r u b l e s w e r e s a v e d in these fields. A m a i n t e n a n c e shut-down or running r e p a i r s a r e c a r r i e d out a l m o s t e v e r y y e a r on the g l a s s - m e l t i n g or annealing f u r n a c e s . P r e v i o u s l y , of c o u r s e , all the r e f r a c t o r i e s which w e r e no longer usable had been r e m o v e d to a s t o r e f o r grading and despatched in the f o r m of s c r a p to the Glavogneupor Organization. During the shutdown of the g l a s s f u r n a c e s in the glass, tubing, and g l a s s - f o a m shops, the r e f r a c t o r i e s r e m o v e d during m a i n t e n a n c e a r e c a r e f u l l y s e l e c t e d for r e u s e in the new linings. F u r n a c e s with such r e f r a c t o r i e s have been o p e r a t e d for m o r e than a y e a r without any obvious deviations f r o m normal. Savings of 50,000 r u b l e s have been m a d e in this way. The Plant has e x p e r i e n c e d s o m e difficulty with supplies of t i m b e r . However, the effective use of r e t u r n able packing and c o n t a i n e r s , whose s t o c k s a r e steadily i n c r e a s i n g , and the use of the No. 3 type c a s e s for p a c k ing g l a s s have m a d e it p o s s i b l e to m a k e savings of 91,900 r u b l e s in the case of t i m b e r . Thanks to the s t r i c t accounting s y s t e m f o r each s q u a r e m e t e r of w o o d - f i b e r board and wrapping p a p e r used in packing all types of g l a s s and p a r t i c u l a r l y i m p o r t a n t for export, savings of 13,600 r u b l e s have been made. Many useful and effective contributions to the g e n e r a l m o n e y - b o x have been made by organizations such as the All-Union Society of I n v e n t o r s and Efficiency E x p e r t s and the local b r a n c h e s of the D. I. Mendeleev AllUnion C h e m i c a l Society. The Inventors and Efficiency E x p e r t s Society includes 134 people as its m e m b e r s f r o m whom 124 p r o p o s a l s w e r e r e c e i v e d in 1978. Of these, 78 w e r e introduced into production with savings of 120,000 r u b i e s . The authors of the m o s t valuable p r o p o s a l s r e c e i v e d awards. The local hranch of the D. I. Mendeleev All-Union Chemical Society c o n s i s t s of 257 e n g i n e e r i n g - t e c h n i c a l p e r s o n n e l and a n c i l l a r y w o r k e r s . In o r d e r to solve the p r o b l e m s connected with the i m p l e m e n t a t i o n of m e a s u r e s dealing with new techniques, advanced technology, and s c i e n t i f i c - t e c h n i c a l work, the Society w o r k s in c l o s e cooperation with s e v e r a l s o v i e t s c i e n t i f i c - r e s e a r c h institutes. In 1978 s e v e n m e a s u r e s r e l a t i n g to new techniques and m e a s u r e s dealing with o r g a n i z a t i o n a l - t e c h n i c a l m a t t e r s w e r e i m p l e m e n t e d . Savings of N 140,000 r u b l e s w e r e m a d e in this case. Much attention is being paid to the question of e c o n o m i e s and thrift by a group at the Plant who deal with the standardization of m a t e r i a l r e s o u r c e s . This soviet, headed by the_ Chief Engineer, c o n s i s t s of 19 people. The soviet includes the main s p e c i a l i s t s , heads of shops and d e p a r t m e n t s , e c o n o m i s t s , f o r e m e n , power engine e r s , etc. The group gives timely warnings to heads of shops and a n c i l l a r y w o r k e r s about s h o r t c o m i n g s in the

consumption of raw materials and other necessities. Sharp criticism is meted out to the workers in the transportation, composition, and timber shops, and the incoming inspection department which is designed to improve the loading and unloading operations, the depot system, storage, and treatment of raw materials. The multiedition paper "Novator" regularly prints on its pages important slogans! "Strive for economies -the duty of everyone"; "All reserves, in action:"; "New techniques mean a prosperous town," etc. The reviews which were held helped to implement the State Plant and socialist commitments for 1978. Goods worth 150,000 rubles in addition to the Plan were produced from the raw materials, etc., which had been saved. For high indices achieved in the All-Union General Review of the Efficient Use of R a w Materials, other Materials, and Fuel and Energy Resources, the Gomel Plant has twice been awarded (1976 and 1977) the Diplomas of the AU-Union Central Council of Trades Unions, the Central Committee of the Lenin Young Communist League, and Gossnab of the USSR. For the achievement of the outstanding indices in the achievements of the Branch Competition for Economies in Fuel and Energy Resources, the Plant was awarded first place with a money prize of 2000 rubles presented by the Ministry of Structural Materials of the USSR. Encouraged by these awards and anxious to consolidate the labor rhythm of socialist competition in honor of the 60th Anniversary of the Belorussian SSR and the Communist Party of Belorussia, the Plant Collective is striving successfully to implement the State Five-Year Plan. The All-Union General Review stillcontinues until the end of the five-year period; All-Plant measures for economy and thrifthave been drawn up and approved; these have been discussed at shop meetings and in the Party-Economics Group of Active Members. By battlingwith loss, economizing every kilogram of raw material and fuel, every kilowatt of power in every production section, the Plant Collective is filledwith resolve and will next implement its planned measures for the efficientconsumption of materials and fuel and energy resources. For their success in socialist competition for increased production efficiency and quality and the successful implementation of the 1978 Plan, the Collective of the M. V. Lomonosov, Order of Lenin, Glass Plant has been awarded the Challenge Red Banner of the Central Committee of the CPSU, the Soviet of Ministers of the USSR, the AU-Union Central Counci ! of Trades Unions, and the Central Committee of the Lenin Young C o m m u n ist League. The P l a n t ' s name will also be i n s c r i b e d on the All-Union Honors Board at the Exhibition of A c h i e v e ments of the National Economy of the USSR.
